Implement Legal provides need-based legal assistance to qualifying artists, makers, and arts organizations throughout North Carolina.

Katherine de Vos Devine brings IP expertise, a Ph.D. in Art History, and two decades of arts administration experience. Robert Devine brings Fortune 50 transaction experience from and systematic strategic counsel. Together, we understand creative work from inside the ecosystem—not as outside observers, but as practitioners who've navigated the practical realities of building sustainable creative enterprises.

In the wake of Hurricane Helene, we provided hundreds of hours of emergency pro bono services to Western NC artists and institutions facing catastrophic loss. That response revealed a broader need: creative professionals across North Carolina require an accessible legal infrastructure, but traditional legal fees remain out of reach for many.

Our pro bono services focus on intellectual property, contracts, and organizational governance—the legal infrastructure that protects creative rights and preserves collaborative relationships. In every matter, we combine Katherine's IP and art law expertise with Robert's business formation and contract strategy to address the full spectrum of legal needs faced by creatives.

  • Individual artists and creative professionals with household income at or below 125-200% of federal poverty level

  • Arts organizations with annual budgets of less than $25,000

  • Creative businesses facing financial hardship

  • North Carolina residents or organizations

  • No. Pro bono services are provided at no cost to qualifying applicants.

  • Because creative work exists within ecosystems of relationships, and when legal problems arise, too many artists face them alone.

    We recognize that many creative professionals cannot afford our fees. But they still deserve protection.

  • We focus on intellectual property, contracts, business formation, and tax-exempt organizations. We do not handle litigation, employment disputes, or real estate transactions. If your matter falls outside our scope, we'll provide referrals to appropriate resources including Legal Aid of North Carolina and the NC Bar Lawyer Referral Service.

  • Artists, makers, writers, musicians, performers, designers, and creative entrepreneurs with demonstrated financial need. Arts organizations with annual budgets of $25,000 or less.

    Financial eligibility is generally set at 125% of federal poverty level, with discretion to extend to 200% based on circumstances including seasonal income, business expenses, and special situations.

    Services are strictly limited to North Carolina residents or organizations based in NC.

  • Apply! Once you contact us, we’ll send you the full intake form. It only takes 15-20 minutes. We review every application and will let you know if you're eligible.

  • We'll send an engagement letter clarifying the scope of services, schedule an initial consultation, and request any relevant documents. Some matters can be resolved in a single consultation. Others may require ongoing limited scope representation or referral to a volunteer attorney.
